SENATE BILL NO. 102 BY SENATOR KAWASAKI, entitled:                                                                              
                                                                                                                                
      "An Act relating to retirement incentives for members of                                                                  
      the defined benefit retirement plan of the teachers'                                                                      
      retirement system and the defined benefit retirement plan of                                                              
      the Public Employees' Retirement System of Alaska; and
